The editorial charter is the institute's public commitment to how its work is produced, reviewed, and made citable. It applies to all editions, from working papers to long-form studies.

Primacy of evidence
Every claim published by Govonos Editions must be traceable to observable, time-stamped material. Assertions that cannot be made measurable are framed as hypotheses, not findings.
Independence from interest
No funder, partner, or subject of study may review or amend a work prior to publication beyond factual verification. Conflicts of interest are disclosed within the work itself.
Versioning and permanence
Published works are versioned. Corrections are recorded transparently rather than silently overwritten, and each citable version receives a persistent identifier (DOI or ISBN).
Restraint of language
Editions favour precise, sober prose over rhetorical force. The institute does not advocate; it documents, measures, and submits its reasoning to scrutiny.
